Dr Rajesh Talwar, who endured the ignominy of arrest for the killing of his own daughter, Aarushi, amid a welter of salacious innuendos inspired by cops and fanned by a sensation-seeking media, will finally be a free man on Saturday.

A month and 10 days after it took charge of the investigations into the murder of Aarushi and the Talwars' domestic help, Hemraj, the Central Bureau of Investigation on Friday finally mustered the courage to come out in the open with what it till now admitted only in whispers — that the teenager wasn't killed by Rajesh Talwar.

Talwar, who was arrested on May 24, was granted bail in the evening. Though he will have to wait till Saturday morning to get out of the Dasna Jail in Greater Noida, the Talwars and those who stood by them must be rejoicing in CBI's disclosure that Noida Police did not have even a shred of evidence against the dentist when they arrested him for "murdering" Aarushi.

More, the CBI also admitted that it too had not managed to dig out anything to hold the doctor.

Even as UP cops defended the arrest of Talwar, their action in arresting the dentist and the trauma he and his family had to undergo are sure to train the spotlight on the arbitrariness of police, their shoddy investigations and the media's falling for versions hawked out by investigators as truth.

CBI has now arrested another domestic help working in the same area, Vijay Mandal, stating that Aarushi was in all probability murdered by Mandal, Talwar's compounder Krishna and Raj Kumar, the domestic help of Duranis who are close friends of Talwars.

No deception in Talwar's lie test, says CBI

Admitting that there is no evidence against Dr Rajesh Talwar, the CBI on Friday said that all through his interrogation, Talwar had insisted that he and his wife could not hear anything on the night of May 15 because of the sound made by the ACs in his and Aarushi's room. The police and CBI initially rubbished this because the two bedrooms are right next to each other.

It now transpires that Talwars were not fibbing. CBI joint director Arun Kumar, who is heading the team of investigators, on Friday cited the report by forensic experts who, after visiting the spot, stated that Talwar could actually not have heard the noises on that night. They gave this report after enacting the crime scene while keeping the ACs on. This was first reported by TOI on June 21 after sources in the agency confirmed that Talwar was no longer a suspect.

The agency also said there was no "deception" in the lie detector tests carried out on him. "The first test was inconclusive but the second one confirmed there was no deception on his part in any of the responses. He also cleared the psycho-analysis test," said Kumar, even as he refrained from making any comment on the conduct of police.

But even as Talwar will be free, CBI is nowhere near getting to the bottom of the case. The agency also said that the theory about Mandal, Krishna and Raj Kumar together murdering Aarushi was based on the findings of the narco-analysis and lie detector tests carried out on all three of them. Kumar, however, added that "corroborative evidence" was still needed to back these findings which are not admissible in court.

Senior officials said that the questioning of Nupur helped them in establishing his innocence. "There were two lie detector tests conducted on her. The first one was inconclusive, but she passed the second as it was proved that she wasn't trying to deceive. She was in the same flat that night and it would have been impossible for Talwar to hide the killings from her," said a CBI official, adding that Talwar was never subjected to a narco test because he cleared the others.

The CBI washed its hands of rumours about Talwar's relationship with his daughter and blamed Krishna for spreading rumours. It was said Talwar had a difficult relationship with his daughter because he had seen her together with Hemraj. "We have not come across any such thing. Krishna is the only person who has kept talking about it and it's possible that he did this to mislead the investigators," said the official.

Talwar also revealed to the CBI during his interrogation that he had shouted at Krishna two days before the murder for mishandling some equipment and that the compounder had taken it so seriously that he wanted to take revenge on the doctor. This was apparently also mentioned by Krishna during his narco analysis.

Under the directions of social worker Mr. Parhlad Kumar Aggarwal CBSE’s
daily vase worker’s protest going on under Gandhigiri with rose. There way
of protesting is not a violent act at all rather to make people realize
their importance they are presenting to them with roses. CBSE’s daily vase
worker’s are protesting peacefully since 21st June 2008 to get their
demands fulfilled. It came to notice they were fired from their work on
30th June 2008 while their term was due for first week of September. They
were demanding to give them their jobs back and provide them with their
complete wage of the whole year. Apart from this they demanded not to
treat them like slaves, like other workers they must also be provided
with basic facilities. Mr. Parhlad Kumar Aggarwal who is protesting on
behalf of these workers told that these workers are buying these flowers
from the money that they had kept for milking their children so that the
protest may go on smoothly in spite of these the government is not paying
attention towards this, may be because the government only understands the
language of violence (like recentlyk happened in Gujjar aandolan). Our
government should treat all the protest equally and understand the need
behind this. It must be understand that these workers are imparting their
services since 14 years, so rather than making new appointments on these
posts, why don’t make these workers permanent. Rather our government
system is promoting contract system of working labor; the basic reason for
this is the illegal way of getting money with the mean association of the
contractors and the concerned officers. Government need to ban this
contractual system considering it a bounded labor system and as soon as
possible apply the system of equal pay for equal work so that frequent
committing of suicides and deaths because of huger may be stopped. These
workers are not bagging rather they are demanding deserving rights and
protesting against government rules since long time by applications. Now,
finding no other way, they have to choose the way of protesting which is
again not violent rather a complete peaceful protest and for this their
way is presenting flowers to the concerned officers. In spite of being
hungry by themselves they are sending their petitions to the government
along with flowers and doing candle-march to show light to the government
which has sunk in darkness, in bright sunlight. In spite of this, Human
Resource Development Ministry and CBSE are not ready to accept our demands
and are not ready to talk which is clearly evident of the fact the our
democratic Indian government is violent rather non-violent, and this is
completely unconstitutional.

Historical Background


A trail of developments mark the significant changes that took place over
the years in shaping up the Board to its present status. U P Board of
High School and Intermediate Education was the first Board set up in 1921.
It has under its jurisdiction Rajputana, Central India and Gwalior. In
response to the representation made by the Government of United
Provinces, the then Government of India suggested to set up a joint Board
in 1929 for all the areas which was named as the ‘ Board of High School
and Intermediate Education, Rajputana. This included Ajmer, Merwara,
Central India and Gwalior.





The Board witnessed rapid growth and expansion at the level of Secondary
education resulting in improved quality and standard of education in
institutions. But with the advent of State Universities and State Boards
in various parts of the country the jurisdiction of the Board was confined
only to Ajmer, Bhopal and Vindhya Pradesh later. As a result of this, in
1952 , the constitution of the Board was amended wherein its jurisdiction
was extended to part-C and Part-D territories and the Board was given its
present name ‘Central Board of Secondary Education’. It was in the year
1962 finally that the Board was reconstituted. The main objectives were
those of : serving the educational institutions more effectively, to be
responsive to the educational needs of those students whose parents were
employed in the Central Government and had frequently transferable jobs.





Jurisdiction


The jurisdiction of the Board is extensive and stretches beyond the
national geographical boundaries. As a result of the reconstitution, the
erstwhile ‘ Delhi Board of Secondary Education’ was merged with the
Central Board and thus all the educational institutions recognized by the
Delhi Board also became a part of the Central Board . Subsequently, all
the schools located in the Union Territory of Chandigarh. Andaman and
Nicobar Island, Arunachal Pradesh, the state of Sikkim , and now
Jharkhand, Uttaranchal and Chhattisgarh have also got affiliation with
the Board. From 309 schools in 1962 the Board today has 8979 schools on
31-03-2007 including 141 schools in 21 countries. There are 897 Kendriya
Vidyalayas, 1761 Government Schools, 5827 Independent Schools, 480 Jawahar
Novodaya Vidyalayas and 14 Central Tibetean Schools.





Decentralisation


In order to execute its functions effectively Regional Offices have been
set up by the Board in different parts of the country to be more
responsive to the affiliated schools. The Board has regional offices in
Allahabad , Ajmer, Chennai, Guwahati, Panchkula and Delhi. Schools
located outside India are looked after by regional office Delhi. For

headquarter constantly monitors the activities of the Regional Offices.
Although, sufficient powers have been vested with the Regional Offices.
Issues involving policy matters are, however, referred to the head office.
Matters pertaining to day-to-day administration, liaison with
schools, pre and post examination arrangements are all dealt with by the
respective regional offices.





Financial Structure


CBSE is a self-financing body which meets the recurring and non-recurring
expenditure without any grant-in-aid either from the Central Govt. or from
any other source. All the financial requirements of the Board are met
from the annual examination charges, affiliation fee, admission fee for
PMT. All India Engineering Entrance Examination and sale of Board’s
publications.





Major Activities and Objectives



The Central Board of Secondary Education was set up to achieve certain
interlinked objectives:



Ø To prescribe conditions of examinations and conduct public
examination at the end of Class X and XII . To grant qualifying
certificates to successful candidates of the affiliated schools.

Ø To fulfill the educational requirements of those students whose
parents were employed in transferable jobs.

Ø To prescribe and update the course of instructions of examinations

Ø To affiliate institutions for the purpose of examination and raise
the academic standards of the country.



The prime focus of the Board is on



Ø Innovations in teaching-learning methodologies by devising students
friendly and students centered paradigms.

Ø Reforms in examinations and evaluation practices.

Ø Skill learning by adding job-oriented and job-linked inputs.

Ø Regularly updating the pedagogical skills of the teachers and
administrators by conducting in service training programmes, workshops
etc.

Group of professionals form Naya Daur to usher in good governanceNew Delhi Thursday, Jun 19 2008 IST Even as the Congress and the Bhartiya Janta Party get ready to battle it out for the set of power in the Delhi Assembly, elections for which are scheduled later this year, a group of professionals today came together to form a new party with an endeavour to bring change in the prevailing system.
A group of 18600 professionals, including doctors, journalists, engineers, lawyers, Teachers and retired Army personnel today came together to form the Naya Daur party, which aims to fight the coming Assembly polls on the core issues of good governence, health and education.
Addressing a press conference here, the founder of Naya Daur Lokesh Paliwal said the party has given a call to people to join it in large numbers with the foremost aim of establishing a fair and equitable system in the State.
In order to bring about transparency in its working in the runup to the Assembly polls, the party will elect a council of members which will choose common people to contest the election.
The party's endeavour would be to ensure that more and more people vote in the elections.
Speaking at the press conference one of the senior members of the party, Wing Commander Bakshi said,''a change is required in the system for which one has to go inside the system and change it. This is the exact reason why this party has been formed.'' Mr Paliwal said it was the party's endeavour to rope in as many people as possible in the runup to the polls. ''Till now, we have managed to garner support from over 2 lakh people in Delhi alone,''Paliwal said.
He said contesting the Delhi Assembly polls was the first step in its endeavour to bring about change.
''Since Delhi has predominance of middle class people, we are starting our campaign from Delhi. Also, Delhi being the heart of India, whoever wins Delhi has the pulse of India,''Paliwal said.
He said the party planned to contest all the 70 seats in the Delhi Assembly.

A group of professionals on Thursday floated a new political outfit "Naya Daur" with a pledge to overhaul the present political scenario in favour of inclusive growth and development of society.
The new party, which aims to make a mark in the coming assembly election in Delhi, is a conglomeration of more than 18,000 professional including doctors, engineers, lawyers, teachers, retired army personnel and jounalists.
"We are going to contest on 70 seats in the upcoming assembly election in Delhi, for which 272 ward committees have already been formed," Sanjeev Chibbal, party president said announcing the launch of the outfit.
Terming the new party, a beginning for change in political scenario, he claimed the formation of the party was necessitated because of the void of new ideas in the present system and the increasing frustration in the new generation resulting in their political apathy.
"We are the better informed of the problems of the common man and more capable of solving any problem than the present-day politicians people," Chibbal, a doctor by profession said justifying their involvement in the outfit.
"When people lose faith in the present system them there is two possibility, either they revolt or they start on their own. We have chosen the second path," said party vice-president, Prafful Bakshi who retired as Wing Commander from the Air Force.

NEW DELHI: Besides the well known political parties, the electorate in the Capital would have a new option in the forthcoming Delhi Assembly polls following the birth of a new party here on Thursday.
Comprising largely of professionals like doctors, engineers, journalists, lawyers and teachers, the newborn “Naya Daur Party” would aim at creating awareness among the middle class to utilise their voting rights and choose the “real” representatives of the people.
Addressing media persons at the inaugural conference here, the party’s founder, Dr. Lokesh Paliwal, a senior skin specialist, said the groundwork had been going on for the past two years. Beginning with 18,600 members then, the party now has two lakh members.
“We will be fielding candidates in all the constituencies in the Delhi Assembly polls. Our candidates will be decided in the coming few weeks,” said joint secretary prahlad aggarwal
The party, he added, would ask the people to choose their candidate. “We are adopting the American model at the constituency level and those intending to represent the constituency as MLA will first have to win an election among the contenders,” he said. The party also aims to contest the Lok Sabha elections in 2014 from Delhi, National Capital Region and other areas where independents have had a good run.
To mobilise voter interest, the party has already launched a campaign to make the voters aware of their rights. Naya Daur Party president Sanjeev Chhibber, a senior cancer surgeon, said the events over the past couple of decades clearly indicated that the middle class had been by-passed by the politicians and it would have to take the blame for stepping back from politics.
“In the wake of the high levels of corruption and lack of even basic infrastructure, there were only two options left for people who think like us. Either we take arms to fight for setting things right or we join politics. But the former will mean harming our own countrymen and, therefore, we chose the latter,” said Dr. Chhibber.
Spelling out his party’s agenda, Dr. Chhibber said the party would fight for education and employment for all, ensuring that every Indian voter uses his rights, discouraging caste and religion-based politics, ensuring health care to the most common people and police reforms, besides others.
Dr. Chhibber said he was aware that there was a credibility gap. He informed that the members of the party had been instrumental in starting a charity hospital at Rohini while another hospital was coming up in Jor Bagh.
